In many developed countries, a series of changes have been undergone in some traditional natural monopoly industries, including deregulation, denationalization and introduction of the competition mechanism. In recent years, these reforms have also been on agenda in China. The central government requires these monopoly industries (including electricity, railways, civil aviation, and telecommunications) to introduce competition mechanism through restructuring the relationship of government and corporate body, breaking up monopolies. The reform of electricity, civil aviation, telecommunications industry has entered the implementation phase, and these reforms have achieved good results. In the wave of monopoly industry reforms, the reform of railway industry is the most stagnant, and will be the concern of the next stage of regulation reform. Chinese railway industry has lost "boss" position in the increasingly fierce competition in the transport market with the dropping share and the growing deficit year by year. Facts have proved that the railway industry is not suitable for the development of market economy, and to promote the reform is the fundamental way out for railway industry in China.The most deficiency of the railway industry is the low efficiency and inadequate supply. I think the fundamental reason for this situation is that the existing industrial structure is not consistent with our rail industry characteristics. The industrial structure must be changed to re-energize the railway sector. This change is reflected mainly in the implementation of government deregulation of the railway industry, including access, investment, and income distribution system.
