The North Wing Of The Yangtze River Delta Regional Economic And Social Development Of Ideas And Measures

Changjiang Delta is one of the three coastal economy areas in China. It is also listed into one of the world six metropolis circles since the reform and opening up, especially since the exploiting and opening of Shanghai Pudong Area in the 1990s. Changjiang Delta has taken on a tendency of continuously flourishing development and become one of the most advanced regions with the highest level of economy and the strongest comprehensive economic power. It is also one of the most vigorous and promising regions in the world. Though its economy occupies a decisive position nationwide, Changjiang Delta cannot sit back and relax. Zhujiang Delta has walked in the front rank for a time at the beginning of the reform and opening up, with a powerful momentum at present. "China Regional Economic Development Report 2006" indicates that Beijing, Tianjing and Hebei Regions have staying powers. Having the whole word in view, the economic globalization makes the accelerations of economic development of Changjiang Delta and harmonious development of the region much more imperative.On the map of Changjiang Delta, Shanghai is the head located in the middle and Ningbo and Nantong are located on the south and north to the head, just like two wings. It is called "one body with two wings". The north wing of Changjiang Delta refers to the city groups which include Middle Jiangsu part, Nantong—Taizhou—Yangzhou line, and North Jiangsu part, Yancheng—Suqian—Lianyungang line. The two parts are geographically symmetrical to the Changjiang Delta south wing, South Zhejiang city groups, with Ningbo as its center.Due to historical reasons, natural barrier of the natural moat of the Changjiang River and the delayed construction of infrastructure, the development of north wing of Changjiang Delta, centers on Nantong, is relatively slow and becomes a weak point. They form a symmetry in geography with south wing which centers on Ningbo but they cannot match south wing in economic. This kind of uneven development is unfavorable for the harmonious space and possibilities for the further development of Changjiang Delta. Thus, to have a thought on the economic development of north Changjiang Delta has great urgency and practical significance.This paper analyses the causes of the underdeveloped economic of north Changjiang Delta, mainly due of the historical causes such as the war, flood disasters, the lack of infrastructure construction and the present cause of the regional development strategy of Jiangsu province. After the above analysis, this paper gives a further analysis on the relevant problems concerned Changjiang Delt and the present situation of north Changjiang Delt, which hopes to give a support to the prosporous future and the recent achievement of this area as well as a support to the integration with Changjiang area. By studying the developing strategies and ways of north Changjiang Delt, the paper gives some suggestions: to programme the integration with Changjiang Delt; to strenthen the infrastructure construction and to work out basic strategies to enlarge the market promotive power and government helps. The paper gives the design suggestions: to take advantage of the present situation, the resources, regional development potentiality and the economic influencial trendency to focus on the important development area and to guide other parts to form a "development polar", which can help to build a sound base for the further development. It is necessary to follow the principal development strategies: to set off Chongming, to outstand Nantong, to promote costal cooperation, to develop effective agrecultule and to be harmonious. What's more, this paper suggests a new concept "Gold Island" to put Chongming island on an important stratetic position in Changjiang Delt and its north wing to emphasis the key role of Nantong.The regional economic development of Changjiang Delta brings great opportunity and enormous pressure to the north wing. The improvement of its infrastructure, especially the whole link up of the lower reaches of Changjiang River, the great efforts people make and the enthusiasm to create glory of Changjiang Delta become the inner power. This thesis puts forward the proposition of "to make Chongming stand out and to give prominence to Nantong" on the basis of grasping premise of such a basic point and observing social economic development of north wing thoroughly. With the development of China and Changjiang Delta, the north and south wing of Changjiang Delta will have a prosperous future.
