The Overall Budget Management In The Application And Improvement Of Hydropower Bureau X

Nowadays application and study on overall budget management in western countries is maturating, which has achieved remarkable economic benefits and social values in various fields; but it is just a new sector in initial stage in China, especially for state owned enterprises. In thesis, author summarizes his understanding on overall budget management course, and makes some analysis and discuss on existing problems in execution of overall budget management by general description of status quo of overall budget management system in Sinohydro Bureau X and in combination with his own experiences and understanding. Based on forerunners'research achievements and combing enterprise characteristics and operating management mode, the author applies such methods as balanced scorecard and combined defining base quota to his thesis and presents some proposals and improving measures on existing problems in execution of overall budget management, and expects to provide some references and guidances to state owned enterprises in execution of overall budget management.
