New Farmers' Training And A New Socialist Countryside Construction

The Fifth Plenary Session of the 16th made the major strategic plan of building a new socialist countryside, describing a "production development, well-off life, civilized for rural residents, the village capacity clean, democratic management" of a new beautiful socialist countryside blueprint. The main body of building a new countryside is morden farmers. We must rely on the high quality of the rural laborers. Therefore, in order to realize the grand goal of the new rural areas, first of all we should train new farmers.Since reform and opening up, China has improved the quality of the peasants. But generally speaking, the peasants' quality of China is low. For example, the peasants' scientific and cultural knowledge are relatively weak, their job skills are low, ideological and moral quality is to be improved, they lack of management capacity ,their civic awareness and consciousness of the legal system is backward, and so on. This doesn't meet with the building of a new socialist countryside advocated by "educated, skilled, the operator, stresses civilized, law-abiding" and similar requirements of the new farmers. There is still great gap, which is an objective existence of the basic realities.The relatively shortage of the peasants' quality will have an adverse impact on the new rural construction. The mainly reasons are the traditional concept of China's peasants, China's basic education, vocational education, economic backwardness and other factors. Therefore, instead of saying that increasing the income of farmers is the key to eliminate the peasants' poverty ,we should say that improving the quality of the peasants is the key to eliminate the peasants'poverty and build a new socialist countryside. As for how to improve the quality of the peasants and cultivate a new type of socialist farmers? I think: First of all, change the concept of farmers. This requires the strengthening of ideological and moral construction of peasants, establishing farmers' new concept of new rural socio-economic construction. Secondly, develop the rural education and training. This must strengthen the basic education in rural areas, develop the higher education in the rural areas, actively develop the rural vocational education, establish and develop the rural adult education system, and promote modern distance education system in rural areas. Thirdly, government must provide policy support. Government must increase financial input into the rural areas, use policies to encourage the use of science and technology to support agriculture and technology into rural areas , and establish and improve a social security system in rural areas. Finally, "bring in and go out". Introduce the talents such as college students to be the leaders of village, introduce funds to develop the non-agricultural economy, and introduce technology to develop agriculture through science and technology. Transfer rural surplus labor force to acheive foreign labor export, encourage rural leaders to go out to learn advanced experience,and encourage the rural characteristic industry to go out to exploit domestic and foreign markets. It is also important to study and learn experience from foreign farmers to improve the farmers' quality and education. Only in this way will it be possible to fundamentally change the backwardness of China's farmers and rural.
