Fundamental commercial banks of which the amount is large makes up of the basic unit of commercial bank. It has the characteristics such as complex personnel, extensive bound both of area and operation, more operational risk processes. Many cases which owing to operational risk in Fundamental commercial banks have being startling financial group these years. The baptism aiming at interior control and interior control of Fundamental commercial banks rose.This paper combines the means up to the minute of management of interior control in commercial bank inside and outside these years. With the research object of certain Fundamental commercial banks, using theory and method of general quality control, this paper goes deep into analyzing the actuality of interior operational risk control in Fundamental commercial banks currently, putting the emphases on the research of interior operational risk control in Fundamental commercial banks, finding out the problems of our country currently in it and analyses all the factors which brought out these problems. And then we find out the primary factors, drawing measures aiming at these primary factors which affect interior operational risk control. According to basic requirement of general quality control, we consider that interior operational risk control in Fundamental commercial banks should begin with establishing the system of interior control. And, with the establishing of lifeful organization, by means of setting up beforehand- alarmed and self-perfect mechanism to enhance the ability of interior control, ulteriorly perfect interior control mechanism of commercial bank in our country, and improve level of interior control in commercial bank.
