In June2004, the Basel committee published the new Basel Capital Accord, list the operational risk into the modern commercial bank’s third largest risk, followed by the market risk and credit risk,corporated into the category of capital regulation.Operational risk is the most difficult risk that commercial Banks facing with, it’s hard to contral an manage. It’s huge that the business interests of damage which is caused by improper management. Accounting work is the base of the operation and management of commercial bank. Accounting operational risk is one kind of operational risks in commercial banks, as the change of international and domestic situation, especially in China, the situation of accounting risk prevention is more serious. In this paper, using the combination of the balanced scorecard and the commercial banks accounting operational risk control as the main research object, analysing the existing risk control system of PF bank. Through the combination of the balanced scorecard and operation risk points, it’s convenient to identify and control the accounting risk. Then we can improve the risk prevention capabilities by the feedback and assessment of operating risk.First, making the concept of accounting operational risk and process clear. On this basis, analyzing the common between operation risk control and internal control, and the of the balanced scorecard and internal control, so as to put forward that the combination between the balanced scorecard and accounting operation risk control is feasible. Then from the current situation of commercial bank operation risk management,making sure the causes of our country commercial bank accounting risk, in order to provide the basis for looking for accounting operation risk points below.Second, with the examples of PF bank, combining the balanced scorecard with accounting risk control, according to the operational risk control process and the balanced scorecard four dimensions--financial, internal process, learning and growing, customer service, finding out the accounting operational risk point one by one. Then based on the balanced scorecard’s four dimensions--financial, internal processes, customer service, learning and growing to set up a series of indexes. Assessing the accounting work of PF bank, setting up a series of indexes accouding to the risk points. And then to evaluate the risk point and feedback, make the application of the balanced scorecard into a dynamic, ongoing process. Improving the accuracy of operational risk identification and prediction, and providing the data support for perfect service and optimization process for the next step, effectively promoting the development of the quality of operation work.In this paper, the main innovation points are, The first is the perfection of accounting risk control concept and process. On the basis of the concept development of operational risk, sum up the concept of accounting operational risk, based on the domestic scholar’s researches, put forward the accounting risk control process. Building up a preliminary framework of commercial bank operation risk control.The second is based on the balanced scorecard accounting risk control. To recognise the accounting risk point, combined with the current situation and data of accounting risk and management of PF bank, integrating the balanced scorecard and the accounting risk. And according to the accounting risk control process, using the balanced scorecard four dimensions of index system, to point out the result of the risk control process, so as to establish a complete risk control system. It’s very valuable for China’s commercial banks to establish the recognition and evaluation system of accounting operational risk.
