Study, Based On The Government To Implement The Force Of The Theoretical Perspective Of The Strategic Map

The study on the executive ability of government is being ascendant in the current administrative academe in our country. Because of its strong appeal for executive ability, Strategic map corresponds with the executive ability of government perfectly. Its unique grasp for the nature of the organizational strategy and the scientific inspection framework of organizations have brought new inspirations to theoretical research of the executive ability of government. Based on the theoretical perspective of the strategic map, the concept of the executive ability of government obtains redefinition. It has been understood as constructing ability, executing ability and driving ability that government strategy needs for the purpose of making the difference its nature. It has been used to deconstruct, describe, assess and diagnose the executive ability of the government, as well as to guide to make the framework and model of its construction scientifically constructed; The analysis model of the executive ability of the government, whose main framework is based on the four dimensions used to inspect the governmental organizations: client perspective, resource perspective, operation process perspective and learning and growth perspective, is not only the "common language" used to express and communicate the government strategy, but also has become the "route map" relied by the government to achieve its strategy.The urban grass-roots government is a case which has rather theoretical value and practical significance for the study on the executive ability of government. Based on the case of S Town in Shanghai, this text uses the theory of the executive ability of government and analysis model based on strategic map to make a demonstration analysis. In the process of the demonstration analysis, the text has not only deconstructed and described the executive ability of the government in the S Town from the four dimensions :client perspective, resource perspective, operation process perspective and learning and growth perspective; but also diagnosed the problem existed and put forward several pertinent proposals from the growth path of the executive ability of the government; at the same time it has deduced some universal judgment about the executive ability of the town-government in the city based on the case analysis.
