Executive ability is the ability the enterprises make and implement the strategic plan and work arrangement. It is the key to the success of an enterprise's strategy as well as the enterprise's competency. Although strategy has been recognized by the scholars and the entrepreneurs, the achievement of the enterprise strategy objectives have always been hampered by poor executive ability.Building enterprise differ from others for their business features and complex operation circumstances. They are multi-project driven unique endeavors, long in construction period (for the long transaction process), and to be completed by temporary organizations with complicated technology and system implementation. Therefore, executive ability is vital to building enterprises.As the second generation system thinking, self-organizing theory, with the focus of stressing on system pro-activity, admits that system has its own objective and orientation to change its behavior style and structure according to the interactivity with the circumstance to fit it.With self-organizing theory, the thesis focuses on the study on how to enhance building enterprises'strategic executive ability of operation management system. It establishes the building enterprises'operation management development model based on the self-organizing theory to apply the theory to construction operation management. After analysis of the development conditions of building enterprises'operation management system, it specifies on the executive abilities of the sub-systems, and makes summary on the connotation of building enterprises'operation management strategic executive ability. Based on learning organization theory, it establishes the project management model of operation management system of building enterprises from three aspects, and introduces OPM3 from PMI to analyze the process of learning, growing and maturing and enhance the enterprises'operation management system executive ability—project management ability.
