Now the creative economy, which is mainly to create invisible experience, is becoming a new economic pattern. The emergence of the creative industries is coming with the adjustment and upgrading of industrial structure and the amalgamation of the manufacturing-oriented industrial economy and the traditional service-oriented business economy as well.Among these twenty years, more and more experts are increasingly concerned about this new concept, emphasizing on the definition and its great roles in today's world. Although there is no unified definition of the creative industries, most countries have certain definitions related to their practice. It is universally acknowledged that the creative industries do have great power and potential. Relatively speaking, the fulfillment of the creative industries walks faster then the theory and is in need of the development of the theory. Currently, researches of the creative industries are transferred from the conceptual level to the deeper level like the rules of the industries, the pattern of the development and the supporting services for the industries. Among these researches, the study of the public service supported by the government to facilitate the industries has become an important topic.The research is supported by 'Study on the Operation Mechanism of Professional Public Service Platform for the Creative Industries', which is the key soft-science research project of Scientific and Technological Development Foundation of Shanghai in 2007 (No.076921005). It is also supported by 'Study on the Management System and Process Design of Shanghai R&D Public Service Platform', which is the research project of Science and Technology Commission of Shanghai Municipality (No.06dz22038) . With the theory of ecological communities and ecological chain, the dissertation studies the ecological chain model of the creative industries based on the summarization of three different industries' examples among the creative industries. It then sets up the demand system on the basis of the model and the strategy of the supply system from the public service aspect. After that, a practical design of the public service platform in Shanghai City is put forward with the help of the above researches, including the function, the structure and the operation mechanism design.The dissertation is divided into seven chapters. The first one is about research background, the research questions and the structure of this dissertation. The second chapter gives the definition of the creative industries and the scope as well based on the literature review. The third chapter summarizes the ecological chain model of the creative industries from feature analysis and three examples are used to give further analysis. The fourth part is about the industries'demand system with the help of the model defined in the third part. And then the correspondent supply system is set up in the fifth part from the public service aspect. The sixth part is about the practical application of the researches and a public service platform for the creative industries in Shanghai is presented. The last chapter is about the conclusion and the future.The dissertation presents a thorough demand system and supply system from the aspect of the public service based on the ecological chain model. This model is summarized from the profound analysis of the literature about the creative industries and the ecological theory. And the design of the public service platform for the creative industries in Shanghai city gives us a new way to settle the pivotal problems of the industries recently and the sustainable development of the public service system.
