Labor migration is necessary between city and countryside in the process of economic development. Labor migration (LM) plays a very important role in the market economy, and the study for LM continuously becomes deeper and deeper in the whole world. The analytic results by labor economists have been applied more significantly in the policies of migration and immigration compared with other fields. Individual life of people by thousands of thousands would be affected by the LM policies every year. During the past years, the changes of the labor market conditions in large cities have occurred a lot, the employment conflicts between the native workers and the immigrants emerge increasingly, the recent study for the competition between immigrants and the native workers is not only an academically issue, but also a policy matter.With the suggestion of the "China's Western Campaign", the development of the westward region became the hotspot among corporations, academia and press group. Few studies have been carried out for the minority region in the western where the human resource is abundance and spare, but not the human capital. In this paper, we mainly focus on the immigrants to the Xinjiang Province. With the theory of the Chinese Ethnic Economics, the Labor Economics, the Microeconomics & Macroeconomics and etc, we analyzed the effect of the immigrants on the Xinjiang Province. The conclusions and the policy suggestions havepractical significance.There are mainly four conclusions: First, the unskilled immigrants compete with the native surplus rural labor and the native unskilled workers; especially the adverse effect brought by unskilled immigrants on the native surplus rural labor. Second, the seasonal immigrants complement the gap of labor force in Xinjiang Province, and benefit the host region; Third, the skilled immigrants have an active effect on the development of the host region, it is imperative to attract more and more skilled immigrants to Xinjiang Province; Fourth, the out-of-town businessmen most benefit the glory of the host region, and simultaneously they contributed great to the development of Xinjiang Province.We applied the above conclusions to the Xinjiang labor market. Suggest the local government to adopt and actualize corresponding policies to protect the native surplus rural labor; strengthen the pertinently measurements to enhance the employment; enlarge and utilize the existing resource advantage, insist on the dense labor force or resource industry; consummate and standardize the labor force market and etc.
