Since China's reform and opening up, along with the rapid economic development, competition among enterprises has become even more fierce, the research enterprise performance increasingly receive attention. For large and medium-sized enterprises and competition in a relatively disadvantageous position in terms of small businesses, the need to devise the most suitable for the enterprise performance management mode, which can be intense competition to survive and develop, and this is one point in the start-up period for small businesses to have more urgent and practical significance.This paper communications industry in its infancy stage in a small business, a questionnaire and interview staff survey of the status quo and the status quo corporate performance management; using empirical analysis, the original enterprise performance management flaws and shortcomings, based on scientific achievement management theory and methods, re-design, and preliminary analysis of the results.Unlike previous studies the whole process of performance management for a more detailed study, given the current performance of the enterprise management model to a higher level of performance management model for the concrete implementation of restructuring, has better maneuverability. This paper also studied in an initial phase of the characteristics of small businesses, and in the performance management system design give full consideration, and as a result this paper similar types of enterprises with better reference.Based on the initial phase of the small enterprise performance management research, start-up period that small businesses should be the same as soon as possible to standardize enterprises, and give full play to their own high efficiency flexible features, implementation of the present situation and the characteristics of enterprise performance management system. In this paper, empirical studies that the successful performance management can accelerate the start-up period of the development of small enterprises, to accelerate the maturity regulate the evolution of a big enterprise.
