Labor and capital, have been regarded as two main factors of economic growth and development by most economists. Especially in the new era, which is swept through by the wave of globalization, the international migration of labor, showing a strong development momentum, has gone on with the less barriers and more free space than ever. In such background, this paper is written about the employment situation of Chinese labor forces in Japan and also the discussion on the causes and effects of their international migration will be involved.This paper can be divided in two. The first part focused on Japanese labor market access regulation, the basic demographic situation of Chinese in Japan, and the employment state of them, with which it will be useful for the latter part of the empirical analysis. The population of Chinese in Japan increases annually, main of which are young and middle-age labors, mainly accumulated in Tokyo, Osaka and Nagoya and other city laps. The northeast, Shanghai and Fujian are the main domestic source of international migration.With regard to the analysis on the reasons for cross-border labor migration, on the one hand, we assume that cross-border migration is determined by such factors: agricultural land per capita, the income gap, the unemployment rate and so on, then we structure a model, with which and combining historical data we complete the empirical analysis, of which the final result shows the assumption above reasonable. On the other hand, the decrease of labor forces and structural shortage are the two main reasons why Japanese government actively introduces foreign labor forces. Then look at the cross-border labor migration impact analysis. We use C-D function to quantitatively calculate how big a contribution the Chinese laborers made for Japan's 2005 GDP. At the same time, from the perspective of social management, this paper measured how much social cost and benefit can be brought by the absorption of foreign labor. For China, labor-exporting can not only increase foreign exchange earnings, increase national income, but also evacuate low-quality labor forces to ease domestic pressure on employment. But the risk of domestic brain drain will be concerned.Through the two parts, four sections of this paper, not only let us clearly know the patterns and trends of international migration, but also help us gain a profound understanding of the significance of labor-exporting to economic development, and the impact of brain drain to one country's economy.
