China is undergoing the most large-scale tidal wave of labor force in mankind's history. Its unique lies in the influence of a series of policies based on the residence registration policies. Because of the stipulation of the realistic State of our country, it is obviously impractical to cancel the residence registration policy in a short period of time. This essay works on the relation between the migration motive of rural labor force and a series of current policies which block the migration.Firstly, the essay summarizes the historical process, the function and the developing trend analysis of the migration of rural labor force and emphasizes its historical meaning and its importance. Then, the author tries to form a new theory frame----the role positioning analysis of the mover. Using the limited existing literature and information, this essay gives deep discusssion on the four points of view: the labor supplier, the family manufacturer, the labor force invester and the region habit customer. Based on this, the charactor and the interest desire of new generation rural workers are analyzed and potential energy modal of the migration of labor force is established at last.The income and migration motivs are the questions that must be considered in this essay. On this question, the contribution to the increase of rural workers by the salary income is analysed. Then, the influence to the migration of rural labor force by the absolute income and the relative poverty is taken into account. And also the combined method of case analysis and quantity analysis is adopted to validate the new relevant economic theories.The main content of this essay is analysing the blocking action to the labor migration from a series of existing policies. At first, it demonstrates the relationship between the agricultural land arrangement policy and the migration of labor force particularly by modeling, deriving, and supposing to make out the hypothsis by analysing relevant data. Then, it analyses the city repellency policy to the the adventitious labor force, seperately involving the influence to the migration of rural labour force by the employment control policy, the social security policy, and the compulsory education policy.At last, on the basis of the analysis of the policy need of the rural labor force, th essay raises the suggestion of an integrated policy frame: on the one hand, the equal employment policy for both urban and rural workers should be formed through planning both urban and rural employment markets as a whole; on the other hand, the existing agricultural land policy should be reformed in order to make the land be peasants' real social security.
