Government Role In Research In The Cement Industry Structure Adjustment In The Kunming Area

One of the key works during the period of "Shi Yi Wu" in our country is to "save energy and reduce discharge", increase the utilization ratio of resources, mitigate the contradiction between the shortage of energy and resources, and the rapid development of economy, improve our environmental quality, further the sustainable development of the society. To achieve the goal of "energy-saving and discharge-reducing", the key policy is to expedite the structural adjustment of main energy-consuming industries. How to speed up the structural adjustment of cement industry, one of high energy-consuming industries, is one of the current essential works of the country and governments at different levels.This article, with local cement industry of Kunming as research object, implying industrial structural theory, combining concerned knowledge of public management and economics, carried out a deep analysis of the current situation about the structural adjustment of cement industry in Kunming, and found out the main existing problem of the cement industry structure in Kunming. With reference to the rational evaluation target of industrial structure, combining with the real situation of Kunming, through multiple deep interviews and researches for the managers and designers of cement producing enterprises and the administrators of cement industries in Kunming, it designed questionnaires, which were modified and improved during repetition tests. Processing data from the questionnaires with SPSS, it made a research on the current situation of cement industrial structure of Kunming, and which policies and measures taken by the local government are more effective to the structural adjustment of cement industry in Kunming. Finally, in view of the research result, it further concluded, during the new industrial structural adjustment of Kunming local cement industry, how the government should take the opportunity, make effective and available policies and measures, play the guiding role of macrocontrol, and accelerate the structural adjustment of cement industry.
