Corporate strategy is based on the external environment and internal environment of enterprises’ own, in order to enable companies to survival and development better, we develop long-term development goals and access to obtain business methods to achieve this goal of enterprises research, which is the ways and means the overall, long-term planning of the company. Effective development strategies can enable businesses to overcome their own weaknesses, use their strengths to better adapt to the environment, which is conducive to business development goals and a clear future direction of development.As the largest supplier of cement and clinker in the cement producers in Hebei Province, Jidong Cement Joint Stock Company even has an important position. But in recent years, China’s cement industry is overcapacity. Coupled with our high energy consumption and high pollution enterprises governance, China’s cement market has shrunk. However, as China to increase investment in the construction of the Northwest, Northwest cement market is gradually opening up, Jidong Cement Joint Stock Company has a new opportunity for development.In this paper, we use PEST model to analyze the environment of Jidong, combining the classic model SWOT we found that Jidong Cement shares of the company’s own strengths, weaknesses, opportunities and threats. The radical change in the quantitative analysis of supply and demand in the cement market is studied and the development of the company’s development strategy is worked out besides the implementation measures.
