Promote Compulsory Education Reform To Promote Regional Economic Development

Education is the primary means to improve the quality and skills of workers, plays a pivotal role of the impact on economic development. The most outstanding characteristic of China's educational is uneven in development, including not only the imbalance between regions, but also within the region that is the imbalance between urban and rural areas. Compulsory education is the basis of stage in the entire process of education, the huge gap between urban and rural areas of compulsory education is contrary to the principle of educational fairness, which restricts the coordinated development of regional economy, thereby affects the goal of building a harmonious society to be achieved. This paper starts with the actualities and problems of the development of education in rural areas, under the background of the reform of school sponsoring model of compulsory education in rural areas, then compares the two models of decentralized and centralized school sponsoring, after that analyses the economic beneficial results of centralized school sponsoring from the point of view of economics.From long-term interests of the coordinated development of regional economy, centralized school sponsoring model reform of compulsory education in rural areas has the following economic significance. Firstly, the reform of school sponsoring model of compulsory education in rural areas, through the concentrating of resources to improve the quality of school teaching, then improve the quality of labor skills, so as to promote economic development. Secondly, centralized school sponsoring brings students concentrated and forms population aggregation, then drives the development of the industries of real estate, restaurants and services, thereby promotes the tertiary industry and other related industries, thus it is a effective measure of concentrating rural population, so as to promotes the urbanizing of rural areas. Thirdly, centralized school sponsoring model is conducive to the rational population transfer, promoting eco-efficient use and the scale of operations of resources of rural pasture and land. Finally, centralized school sponsoring as a mode of optimizing the resources of education is of positive significance on improving efficiency of the Government's financial input in education investment.Under background of the promotion of coordinated development of regional economy, build a harmonious society as well as the new "People's Republic of China Compulsory Education Law" promulgated, this paper investigates into the reform of the school sponsoring model of compulsory education in rural areas, analyses the effectiveness from the perspective of economics, on the development of compulsory education in rural areas, the coordinated development of regional economy as well as the building of a harmonious society is of practical significance.
