Expenditure On Education Issues And Measures

China is in a period of economic system transfer, especially when central government put forward that we should construct welfare society in an all round way, build a harmonious society, solve social problems and speed up the development. In this situation, the responsibility of public finance is huge. In 2005, fiscal educational expenditure is 516.1 billion, the amount is not small, but fiscal educational expenditure to GDP ratio still hasn't come to the line with 4%. Although the pressure of public finance is big, educational expenditure can't decrease. The sixth communist party meeting decided that we should give education development priority, increase expenditure and wrote the aim of4% into policy which is the only number index. This thesis discusses total amount first, then analyzes structure and educational system, finally brings up some revolution thoughts according to advanced experience. The overall content of this thesis is:The first part discusses the theoretical basis and definition and necessity of public educational expenditure.The second part discusses the problems of current educational expenditure. This part includes three aspects. First is through fiscal educational expenditure, GDP, total educational expenditure, fiscal expenditure analysis to show that the total amount is not enough and the reason. Second is analyzing the problem of structural unbalance, including three level difference and city-country difference. Third is about the educational system, including country compulsory educational system problem and higher educational expenditure system.The third part discusses the revelation of advanced experience, shows the great experience of some developed country, such as America, Germany, and France. This experience gives us a clear idea what we can learn from them about fiscal educational expenditure, from amount to structure to system.The fourth part gives some revolution idea about educational expenditure. First is spend more money on education, second is optimize expenditure structure, the third is adjust education system.
