As far as the market development of mobile communications and competition is expanding and also the market competition is becoming even more severe and complicated. Companies have to make adjustment to the competitive environment through effective management and promoting their core competitive capacities to insure their unshakeable positions in the future challenges. But how to promoting management level of corporations, Management Master Peter Deluk said human beings are the only resource which corporation has and management is of developing human resource to the best to perform their tasks. It is easy to understand the very important role of human resource management for corporate management. Performance Management is the core of human resource management, and scientific and regulated performance management system help not only exploring and developing employee's working capacities and potentialities, but promoting corporate performance as well to achieve the win-win situation between corporate goals and individual development, so to effectively develop corporate core competitive capacities and realize corporate sustainable development.The service channel department is one of the key sectors of a Provincial Mobile Communications Corp., the department's employee's number accounts for nearly half of the total of the Corp., and they undertake such important roles as communication products sale, business taking, customer service, client relationship, etc. The Corp. is entering a new stage of development, the old model of performance management for the service channel department no longer fits new competitions, and formalistic, no closed system, irrational design of reviewing criteria and lack of effective communication back feed mechanism are the problems it brings with. These problems obstruct the promotion of corporate management level, corporate overall development and competitive strength.For the purpose of improving performance management for the Corp. Service Channel Department, this article explains, summarizes and concludes the meaning and methods of performance management. By not just copying foreign theories, the author proposed some improving suggestions which connect real situation of the Corp. and the differences between Chinese and Western corporate cultures.The article says for the smooth application of performance management there is need for the establishment of organization system and liability system, stresses the important implication of performance training and performance communication, shows the art of communication, points that performance management application could not go smoothly without the ushering of top management and acceptance from and support by the employees. By absorbing the basic principles of performance management such as balance scoring card and key performance criteria into the real work of service channel staff, the author of the article tried to design a whole set of performance management reviewing system applicable to service channel staff, which is a good attempt to incorporate theory analysis into real situation of corporations. There are some implications in this article on how to link theory to real life and on effective performance management and corporate core competitiveness promotion for companies.
