The present worldwide research shows that the control of medical costs aimed first at controlling mainly the medical expenditures and ensuring the balance of payments and now it has a trend of using reasonably the medical insurance premium on the basis of ensuring the underwriters some medical treatments. The researchers don't any more make sure of the effects of the medical cost control simply according to the income and expenditure, but attach more and more importance to the human-oriented idea and begin to make policy in terms of the impacts the medical cost control has on the whole medical environments, the health of people and the demand-side economic level. And therefore comes a more reasonable scientific cost control mechanism of medical insurance.The article, in view of the key problem in the medical insurance system the research of the demand- side and the supply-side cost control mechanism of medical insurance, summarizes the concepts and background of it, introduces and analyzes its stages and problems in its development as well as the advanced foreign methods of medical cost control. The author, analyzing overwhelmingly the causes leading to the unreasonable increase in medical costs, offers effective suggestions and good advice according to the reform process of the medical insurance system in our country.This article includes five parts: the first part provides the issue and the meanings and contents of the research; the second part introduces the main contents and the development of our cost control mechanism of medical insurance, as well as the foreign methods of medical cost control and its enlightenment on us ; the third part analyses the theoretical basis of the cost control mechanism of medical insurance ,discusses the causes leading to the medical cost increase and introduces the wide-used demand- side and the supply-side cost control mechanism of medical insurance ; the forth part analyses the difficulties and the cognition mistakes in the medical insurance cost control mechanism; the fifth part provides the author's proposals on perfecting the countermeasures of the demand- side and the supply-side cost control mechanism, such as explaining the countermeasures of the supply-side control with regard to the third party involved in assessment. It also suggests some new mechanism of medical insurance, including the changed settlement model of medical cost and the strengthened supervision of incurred costs.
