Research On The Operating Mechanism Of Catastrophic Medical Insurance Based On The Theory Of Public Private Partnerships Model

In the modern society with frequent health risks,the basic medical insurance system has built a safety network for the survival and development of human beings.Catastrophic medical insurance is expanding and extending now based on the basic medical insurance system.In the period of building a well-off society in an all-round way,how to improve the system design,to promote the practice of catastrophic medical insurance,to smooth operating mechanism of the relevant systems and to make it cooperate with the existing health insurance system,commercial insurance agencies are of significance for full implementation of catastrophic medical insurance.Based on the theory of the Public Goods Theory and Public-Private Partnerships Model,it introduces the background and the present developing status of the catastrophic medical insurance in China.And from the perspective of empirical study,it analyses Taicang model and points that urban-rural differences,narrow fund-raising channels,poor control of medical expenses and limitation of advantage of commercial insurance company contractors are key factors that restrict the sustainable development of catastrophic medical insurance in our country.In addition,it analyses the successful experiences of the German social medical insurance model,the Singapore savings medical insurance model and puts forward to some constructive suggestions on how to raise the overall level of catastrophic medical insurance,broaden the financing channels,standardize the commercial insurance contract,control the medical expenses,perfect the information platform and build the multi-supervisory system aiming to provide a useful reference for the improvement of China's medical security system.
