Improve The Knowledge-intensive Service Sector Innovation Performance In Qingdao Public Policy Research

Knowledge-intensive service industries(knowledge-intensive business service, referred to as KIBS) are characterized by invisible products,professional customers and knowledgeable employees,high value-added,time-strong and high-tech means.They have become important parts of the basis structure of the knowledgeable and economy society.They work both for the foundation and the re-configuration of knowledge.They play important roles in national economy.This article analyzed the problems and deficiencies of Qingdao in the field of knowledge-intensive service industries on the basis of analysis of mechanism of the knowledge system.And fatherly analyzed and built a reasonable knowledge-intensive service evaluation index system for Qingdao.At last,proposed some public policies for Qingdao to enhance the performance of knowledge-intensive service industries.The structure is as follows:The first chapter showed the characteristics,content and the role of knowledge-intensive service industries.And then,we researched the mechanism that knowledge-intensive service industries worked and put forward the framework of the mechanism by analyzing the knowledge-intensive service industries.At last,we introduced three typical knowledge-intensive service industries,the software industry, engineering consulting and advertising which identified the scope and the level of the study and laid foundation for the follow-up research.ChapterⅡ,respectively,summed up the development of different types of knowledge-intensive service industries in Qingdao.And then,we analyzed the overall profile,characteristics and problems of knowledge-intensive development of the service industry in Qingdao.ChapterⅢ,the last chapter,cited a number of different public policies of other cities, which represented the high level of the knowledge-intensive service industries,to enhance the performance of innovative.And fatherly,we raised some effective policies and proposals to enhance the performance of innovative for Qingdao's knowledge-intensive service industries.Eventually,put forward our own views about the areas we should strengthen and two new knowledge-intensive service industry fields we could develop.
