With the further pushing ahead of industrialization and urbanization, the commonly seen dualistic structure in developing countries with the coexistence of modern industry and traditional agriculture would inevitably be transformed to the modern structure with the characteristic of the integration of urban and rural areas. Since the Sixteenth National Congress of the Communist Party of China (CPC), governments in all parts of our country have been sparing no efforts in implementing the policy of integration of urban and rural areas with the aim of balancing their development for the final purpose of maintaining sustained, sound and steady development of economy and society. In some parts of our country, some policies and measures have been put forward and carried out, and some valuable experience has been accumulated. Meanwhile, thorny problems are also emerging all the time, however, these experience and problems are worthy of drawing on and putting emphasis on while governments in all parts of our country implementing the policy of integration of urban and rural areas. It is of great necessity for our modernization drive and it is of great significance for our country's economic development and social changes. For the reasons listed above, it attracts the theoretical circle's attention.This paper attempts to study it from the following five parts:After discussing about its practical significance, literature review, object of study, and research methodologies, Part 1 will be devoted to exploring its related theories, mainly the theories advanced by Marx and Engels as well as some other theories put forward by some noted scholars abroad.Part 2 will be devoted to giving some detailed models home and abroad and some experience and value regarding the integration of urban and rural areas. Overseas experience mainly includes models adopted by developed countries, Latin America, and East Asia, whereas domestic experience mainly includes the integration models adopted by the governments of Chu Chiang Delta in the form of stimulating the development of rural areas with the spur of urban examples, by the Shanghai government which is committed to carrying out the overall balance of the urban and rural development, by the Beijing government through combining urban and rural development together to coordinate industry with agriculture, and by the Southern parts of Jiangsu Province by developing township enterprises to push ahead the development of urban and rural areas.Against the above mentioned background, part 3 points out its major characteristics based on Chengdu's practice and its detailed ways of implementing the integration of urban and rural development.Part4 Generalizes four factors which promotes or hinders its smooth implementation.Part5 Explores how to further push ahead the policy of integrating urban and rural development.Part6 Conclusion.
