| The engineering project cost management is the core of the cost management in real estate development project, and its project cost mangement of implementation phase is especially the basic and key. The research on the theories and methods about how to strengthen and improve the project cost management in the implementation phase then has become the common goal of the managers of development enterprises. The research of this area has a positive practical signficance to upgrade the overall project management level, to strengthen the competitiveness of enterprises and achieve maximum profit for real estate development enterprises.The successful project management experience of "SHENGTING Expressway" revealed: the establishment of the cost control system of the combination of responsibility, power and interest, the cost management concepts throughout the whole project cost control process, and to tally closely the cost control with the cost management is an effective mechanism to realize all-round and whole process cost management under the current market environment. It is also an effective way to strengthen the project cost control and and effective performance mode of operation for real estate development enterprises to achieve expected result.This paper took the project cost management of real estate development of project implementation stage and the cost control as the research object, based on the theory and method of the project cost management, through the analysis of the present status of the actual cost management in the "SHENGTING Expressway" project, put forward an idea to set up a project cost control system with the manager as the core. It also proposed the idea to set up reasonable cost control objectives, clear cost-control duty, so as to make the project cost control running on the cost management system and ensure the realization of the project cost goals. On the other hand, it proposed and applied the theory mechod of "dynamic balance of benefits" to attempt to resolve the conflict of interest between the owner (or its trustee agency) and the successful party (general contracting), the total contractor and the project department and the construction teams. Finally, it took the successful case of the practical application of "SHENGTING Expressway" as evidence, and considered the lack of practice to propose the direction for continuous explore.The main contribution of this study have two points: First, put the project cost-control behavior to a deeper level of the concept of cost management, and controlled the project cost at the macro-considerations of project cost management. Second, presented and applied the method of "dynamic balance of benefits" to solve the conflicts of multi-stakeholder.For the future, the method of "cost control closely tally with cost management" and "dynamic balance of benefits" ought to be further explored and researched to achieve greater economic and social benefits. |
