Qingdao Former Bay Bonded Port Area Planning And Operation Mechanism

At present,Economic globalization and regional economic integration are increasingly deepened,co-operation and development has become the mainstream of the contemporary world.With the deepening of international division of labor,the dependence between countries is being strengthened,so the global economic integration process is forced to move forward.The Bonded Zone,which was founded in the early 90s,now cannot meet the need of developing external trade for our country.Practice has proved that founding Free Trade Area is a commonly used method to expand international trade,attract foreign capital,solve the problem of regional economic and promote the development of the entire country or region,it is also an important trend of the World economic.The Free Trade Port Area,as a kind of Chinese Free Trade Area,is a new free trade area mode which is the most opening,enjoying the most preferential policies and its basic rules of operation are in line with international standards,it is a special customs supervision area which has port function,logistics function,process function and so on.Its meaning is "the policy overlay,complementary advantages,resource integration,functional integration," it has incarnated the joint development of bonded area and bonded port at region,capital,information,business and so on,it has also actualized the coordinated development between the policy advantages of Bonded Zone and function advantage of the port.The Free Trade Port Area is very new in our country,so the experience of programming and construction,operational mechanism relatively lacks.So it's significant to study on the programming of Free Trade Port Area and operational mechanism.This paper is based on the foundation of Qianwan Free Trade Port Area, gives the definition of Bonded Zone,Free Trade Port Area,Free Trade Zone and so on.Then this paper analyses the difference of administration management,customs supervision and policy preferences between our Free Trade Port Area and some typical Free Trade Area abroad.Second,after giving the analysis on the internal and external environment of QingDao port construction,briefly introduces the programming and construction of QingDao Qianwan Free Trade Port Area.Third,this paper gives a detailed analysis on the 6 key factors that are important to operational mechanism of the Free Trade Port Area,and constructs an environmental impact of operating mechanism evaluation system for the secondary factors of the Free Trade Port Area.At last,this paper selects 5 typical Free Trade Port Area(containing QingDao Free Trade Port Area) at home and abroad,on the basis of Secondary evaluation system,fixes on the major influencing factors of the operational mechanism of QingDao Free Trade Port Area by using fuzzy comprehensive evaluation method,and then gives some suggestions on how to build operational mechanism of QingDao QianWan Free Trade Port Area.
