The Study On The Condition Evaluation And Countermeasures Of Zhejiang Pilot Free Trade Zone Developing Towards Free Trade Port

Since economic reformation and openness of China in 1978,the strategy of opening to the outside world has brought huge dividends to China.However,there are still obvious deficiencies in the degree of openness compared with international developed countries.With the further expansion of economic globalization,free trade port is the most open economic functional area in the world and the final form of China’s free trade.Based on the successful establishment of Hainan free trade port and the expansion of Zhejiang Pilot Free Trade Zone,and the port advantages of Zhejiang,Zhejiang Pilot Free Trade Zone explores the reconstruction of Zhejiang free trade port is that the new trend of the next development of Zhejiang pilot Free Trade Zone.The premise of building Zhejiang free trade port is whether the existing Zhejiang free trade pilot zone has the conditions for building a free trade port.Therefore,studying on the conditions of Zhejiang pilot Free Trade Zone ’s evolution into free trade port has an important significance for the upgrading of Zhejiang pilot Free Trade Zone into free trade port in the future.This paper combs the Previous literature,highlights a case of Zhejiang pilot Free Trade Zone,combines with the basic theory of the evolution of the pilot Free Trade Zone to the free trade port,evaluates the conditions for the development of the pilot Free Trade Zone to the free trade port through qualitative methods and quantitative methods,and proposes the relevant way to deal with deficiencies.This paper firstly selects the domestic and international typical free trade ports,and analyzes their evolutionary conditions;Then,This paper is link with the relevant theories of the comprehensive evaluation of the Pilot Free Trade Zone,chooses the environmental basis,openness,management system and industrial development basis as the factor evaluation target for the evolutionary of Zhejiang pilot Free Trade Zone to the free trade port,and the condition evaluation model is established;Finally,it studies the conditions that affect and restrict the development of Zhejiang pilot Free Trade Zone to free trade port,quantifies the conditions for the development of Zhejiang pilot Free Trade Zone to free trade port,and evaluates it by using analytic hierarchy process and fuzzy comprehensive evaluation,and obtains the advantages and disadvantages of developing Zhejiang pilot Free Trade Zone into free trade port.Based on the successful evolutionary experience of domestic and foreign free trade ports,It proposes strategies that strengthening the construction of matching facilities in the Zhejiang Pilot Free Trade Zone,perfecting the policy foundation,increasing the free degree of movement of goods,funds and person,perfecting the "single window" structure,structuring the cross departmental collaborative management mechanism of the pilot Free Trade Zone,changing the management system,expanding the construction of logistics function system,and cultivating financial function system by united Shanghai pilot Free Trade Zone.
