Energy Saving Means Of The Government's Economic Research

In recent years, the national economy grows quickly, so as the social undertakings. At the same time, energy waste, excessive consumption and environmental pollution are particularly prominent, causing more and more strong reflection in our country. It is in great relationship with the unreasonable economic structure, fast consumption of resource, no keeping up with the changing of the mode of economic development. So, the work of energy saving and emission cutting attracts the attention of the whole society. The government put it as the focus of its work that must be done by putting great efforts, which needs the economic means, also administrative and legal means to play a regulating role. This paper gives the government a suggestion for promoting energy saving and emission cutting by adopting economic functions of the banking, fiscal-taxation and prices, and establishing flexible encouragement mechanism.Firstly, the paper explains the basic theory of energy saving and emission cutting ,including the concept,means by the governments to promote energy saving and emission cutting and and content of advance in sustainable development.Also the mechanism, regulation and functions of the fiscal-taxation in energy saving and emission cutting, which includes expanding finance Input and incentive mechanism to advance energy saving and emission cutting. It analyzes the relative methods of taxes policy for supporting energy saving and emission cutting in our country. For example, adopting tax preference to encourage energy saving and emission cutting, environmental protection industry and comprehensive utilization ,as well as the cleaner production.Secondly, this paper tells mechanism, meanings and disadvantages of banking policy as well as the relative methods of adopting banking means for promoting energy saving and emission cutting. For instance, practicing the policy of loan on energy efficience, accelerating the adjustment of the economic structure, so as strict credit to firmly stop the overspeed of increase of high energy consumption or high-pollution projects.Thirdly, it explains the mechanism, meanings and function of the price means for promoting energy saving and emission cutting. For example, making use of differential electricity pricing, land price, energy price, ecological compensation mechanism and resource prices in developing cyclic economy .At last, the paper analyzes the basic condition, situational analysis, the problem existed and reasons caused for promoting energy saving and emission cutting with economic methods by RiZhao municipal government. First, intensifying publicity to enhance public awareness of energy saving and emission cutting. Second, continuing to implement more strict criteria for environmental access. Third, enhancing awarding and fomenting measures. Fourth, strengthening the role of price policy to firmly stop the overspeed of increase of high energy consumption or high-pollution projects. Fifth, making full use of tax policy. Sixth, strengthing financial services in energy-conservation environment-protection projects. Seventh, thoroughly applying the legel and administrative measures to make the goal for saving energy and reducing pollution as scheduled.
