Balanced Applied Research In A Research Institute Of Management Innovation

In recent ten years, IBSC (Integrated Balance Score Card) which is used to be an achievement assessment method broken through the financial index limitation has been developed into a system tool for strategy management and strategy execution. By employing a suit of complete, strict theory system and changing strategy into action, IBSC successfully solves the problem that enterprise strategy establishment is divorced from strategy execution and realizes the effective connection between strategy management and achievements judgment. IBSC not only changes the traditional achievement assessment thinking which takes financial index as the only rule, but also prompts enterprises to set up a management system to realize strategy target. IBSC has a great help to make a breakthrough development in the fields of product, flow path, customer and market, therefore it has been widely used in management practices of the world.This paper introduces theory system, structure and execution steps of IBSC. From the view of how to improve strategy execution capability, it describes the relationship between IBSC and strategy management. Taking IBSC development and application in the management reform of an institute as an example, SWOT(Strength,Weakness,Opportunity,Threat) analysis on strategy establishment and strategy execution has been made, strategy map has been drawn and score card on top level has been researched and designed. This paper also presents the thoughts and methods to construct matrix management based on IBSC. It analyzes the application value and role and summaries the normal organization management forms and promotion methods on IBSC application in institutes. This paper will make a guide role in IBSC application of the other institute.
