Energy Management Contract(EMC) is a very useful operational mode which taking account of the interests of the social,national,enterprise customers and Energy Management Company(EMCo),as well as creating a win-win situation.However,the development of EMC is still in the difficult process of marketing in our country.In order to survive in the market the operator of EMC - EMCo has to face not only the marketing environmental issues like the resistance from old concepts,institutional shortcomings,unreasonable taxes,lack of authority of the intermediary market,but also the embarrassing situation of lacking credit.Different conditions,different markets,different economic environment,and different administration system,lead to different risks during the process of carrying out EMC in our country.The key to develop EMC successfully is that the EMCo and customers can benefit both sides - that is a win-win situation.To share both sides the energy efficiency formulating a reasonable principle of benefit-sharing is a prerequisite. And building a reasonable benefit-sharing model depends on correct risk identification of EMC project.Risks can be quantified;of course,the operation risk of EMC in our country can be quantified as well.But basically the majority of EMCo rely on the experience in management.This paper,taking risk assessment as paramount,according to the process of selecting risk identification -set up WBS decomposition - building the risk evaluation index system -using AHP to determine weights of target risk assessment - adopting fuzzy comprehensive evaluation method to construct mathematical model of risk evaluation,provide a risk assessment method and tool for practicing EMC in our country under current economic environment and administration system.
