With fiscal system shifting from a highly centralized regime to a more decentralized local decision-making system, the role of local government is also moving from just being an agent of central government before the reform into considerable autonomy in the main fiscal decision-making. At present, public expenditure will continue to play an important role in local economic development and local government expenditure has constituted the bulk of public expenditure, which will continue to be truth in foreseeable future, so it is particularly important to do a serious study of the efficiency of local government expenditure.As the gap between China's regional economic development, and factor endowment, economic structure and the openness of the various aspects between regions are significantly different; the research on China's local government expenditure can not just stop at the scale, and should be more step-depth study of the structure of fiscal expenditure on the effects of economic growth in the region. This article hopes to be able to learn from their predecessors, giving consideration to the existence of our country where the gap between the premises of the study the structure of local government fiscal expenditure effects of economic growth, and expect to draw some constructive conclusions.This paper, a study on efficiency of China's local fiscal spending introduces variables that reflecting China's regional economic differences into the framework of empirical analysis, including differences in human capital and educational resources of colleges and universities, the proportion of high school students, the proportion to the state-owned economy and industrial structure and others. Based on the analysis above, the paper draw some useful conclusions as followings:Regional differences in expenditure caused by the different effects of different economic growth, local fiscal expenditure policy-makers should take into full consideration the actual situation in the region; In addition, for those expenditures that the effect of economic growth were not obvious, adjustment should be given.
