The Research Of Regional Financial Expenditure And Economic Growth In Chongqing

Fiscal expenditure,which is an important support for government to perform its functions,is also the main mean for government to intervene in social and economic life through the allocation of resources.The fiscal expenditure influences the regional economic growth through scale and structure,both of which can ensure the realization of the goal of macro-control by government.However,different scales and structures of fiscal expenditures have different influences on economy.For the local government,reasonable scales of fiscal expenditures and scientific structure of fiscal expenditure are of great importance to promote the economic growth and are the important elements to realize the equalization of basic public services.Chongqing has formulated regional strategies such as "three economic region","four plates","one circle and two wings" and "five functional areas" to reduce the regional gap.In order to ensure the realization of regional strategic goals and promote regional economic growth,Chongqing also adjusted the emphasis of fiscal expenditure accordingly.First,this paper summarized the relevant documents and theories about the relationship between regional fiscal expenditure and economic growth at home and abroad.And it summed up the domestic and foreign research products,and clarified the research ideas and technical routes.Secondly,this paper introduced the concept of financial expenditure,described the financial expenditure and its measurement index,the structure and classification of fiscal expenditure,and reviewed the theories of regional financial expenditure and economic growth.On the basis of summarizing the literature and expounding the theory,this paper analyzed the regional fiscal expenditure data and economic growth data from 2002 to 2015 in Chongqing.Through the scale and structure of regional fiscal expenditure,this paper found the track that fiscal expenditure changes along with the evolution of regional strategy,summed up the results and problems of Chongqing's regional fiscal expenditure to promote economic growth.Next,this paper built a panel data model to analyze the quantitative relationship between the scale and structure of Chongqing's regional fiscal expenditure and economic growth.Finally,according to the results of comparative analysis and model analysis,this paper put forward some suggestions for Chongqing's regional fiscal expenditure to promote economic growth:making smooth regional financial expenditure plan,expanding the scale of regional financial expenditure,gradually changing the "bias" of regional financial expenditure and optimizing the structure of regional financial expenditure.
