Study Of Social Health Insurance Reform Practice In Shanghai

Social Medical Insurance System is an important part of the whole Social Security System, which is the base and key to build a harmonic society. Medical Insurance is a hot topic. China has launched "New Medical Revolution", and announced the objective and contents in April 2009. As the center of economy and finance of China, Shanghai well developed its economy and medical service. Shanghai has started medical insuance revolution from 1996, whose model is well known in China. The article is focus on analyzing of background, status and problems of Shanghai medical insurance system.Shanghai has been adopting traditional government-supported medical insurance before Reform and Opening, resulting in the fast increase in medical expenses. Shanghai has begun this work from 1996, launched Shanghai Urban Employee Basic Social Medical Insurance, Suburb Social Medical Insurance, Immigration Comprehensive Insurance, and Shanghai Residents Social Medical Insurance, etc. Those insurance regulations have covered most of Shanghai residents and immigrations, showing the benefit and fairness of the society. But the existing social medical insurance in Shanghai still stay at the beginning stage of "Low benefit and wide coverage", far away from "High Benefit". There are many problems to be resolved, such as large of medical service is unordered, medical fee is much high, individual paid a lot, and there are many vulnerable and disables in the city that should be covered in social medical system.The author has analyzed the trigger, objective and path of Shanghai medical insurance development from different aspects, such as social system revolution, economy and population development and social ethic improvement.In this article, the author collected the latest data on population, insurance, economy and medicine of Shanghai, analyzed the development, status and features of Shanghai social medical insurance system. The author also evaluated the efficiency of social medical fund collection and expenditure, and the construction of social medical infrastructure, then gave suggestions on the problems in social fairness, medical morality, insurance coverage, fund management and commercial insurance development.The author emphasized the importance of building a scientific, regularized and sustainable-developed social medical insurance system. Shanghai needs to speed up the revolution of the regulations, develop urban and suburb medical service network, in compliance with other social security system revolution, improve people's sense of medical insurance, and provided practical advices on Shanghai's social medical insurance system.
