Performance evaluation method of project expenditure is an important part of budget management. The implementation of performance evaluation of project expenditure of marine system can not only strength and improve the budget management of marine departments, but also promote further structure adjustment of project, strengthen fund management and improve allocation means to enhance the benefits of project.AIS (Automatic Identification System) is selected in this aticle, which is a new kind of navigation aid integrating technologies of network, modern communication, computer and electronic information display. This system can help vessles and earth stations attain the information of others nearby, so that they can communicate with each other and take actions when necessary. At present, it is commonly acknowledged that ensuring safety at seas, enhancing maritime management and protecting ecological environment are the purposes of the use of AIS. How to achieve the purposes is what the researchers and users of AIS most concern. Despite the rapid development of AIS in our country, lack of systematic appraise on the efficiency of management and service and analysis on economic and social benefit of AIS is a common problem.This article, according to the financial research of project expenditure in maritime system and using the theories of performance evaluation of project expenditure at home and abroad, analyse the present situation of performance appraisal on AIS and its economic and social benefit to find the existing problem and weekness. It is intended to make departments concerned realize the importance and urgency of constructing and improving performance evaluation system of finacial expenditure and offer some refences for them.
