Tea is a kind of agricultural products in China which has its own resource advantages and traditional consumption. Also, is took part in international trade and soon become the popular out port agricultural product in the world. Structural adjustment in agriculture, farmers to increase export income has very important position and role. The paper chose Minshan that the important tea industrial city in Sichuan Province to have a research. Analyze its advantages and disadvantages, chance and threats. Discuss the marketing, strategy to explore the tea business, the relevant policy recommendations to enhance the quality of the agricultural economic growth and efficiency, and accelerate the modernization of traditional agriculture to the transformation of agriculture.It has six parts. Part one includes the background, the line of research and the methods of research. Part two recalls the marketing of agricultural products both at home or abroad, marketing strategy and research of tea industry. Part three, introduces marketing theory business strategy theory and SWOT analysis. Part 4 and 5 are the core of the paper that focus on the development of tea industry in Sichuan Province, the tea plantations, the tea development, product marketing and industrial service system in basic situation.On the basis the use of swot analysis, analysis of tea business strengths, weakness , opportunities and threats to construct the SWOT matrix.Part6, makes the relevant policy including the exchange platform to build, strengthen the marketing management and strengthen the role of the association to promote industrial upgrading.In this paper, the innovations lies in the tea business as a research object, grasp the full scope of a regional industrial, development level and the reality of the situation, the relevant strategies and policy recommendations to enhance the capacity of the tea business management development of regional tea.
