In such a macro context, we concern the broad masses of the legitimate rights and interests of migrant workers that is particularly urgent, because it is an important link on building a socialist harmonious society.This paper holds that the arrears of wages of migrant workers in construction root of the problem is loss of social credit system, perfect relevant laws and regulations, law enforcement supervision in place, the lack of migrant workers to help organizations and groups. Thus, it is in arrears to crack the key to pain diseases which the solution to construction problems exists in violation of laws and regulations, In the long term, building long-term management and protection mechanisms can solve the problem of arrears of wages of migrant workers. This paper analyzes the status quo of the current construction area of China's migrant workers wage arrears, the influence on wage arrears for migrant workers and my family, and social development of the negative impact. The paper analyzes the reasons from the industry to develop its own shortcomings. The paper introduces the efforts about pay in the labor security system on the U.S., the EU countries, as well as Hong Kong, which build security system of wage payment for the paper. The paper analyzes the three models of wage payment system, and build a wage guarantee system provided a relevant response.
