Since the 1990s , the economy of western China has made enormous development, with an average annual nominal growth rate of 16.45%. However, we must clearly recognize that some deep-rooted contradictions are gradually reveal to deal with these contradictions properly or not, will determine to some extent, the development process of reform and opening up, and differences in regional development is one of them. The development gap between this region for many reasons, many researchers from different areas of the industrial structure to study, but existing on China's economic growth in the region affected by the literature is more than one sector neoclassical growth model, to the neglect of the industrial structure the role of adjustment.A country's economy in achieving sustained growth, accompanied by the gradual decline of old industries and the emergence of new industries. The evolution of industrial structure is the connotation of economic resources from traditional industries to new industries, a variety of factors of production in various industries so that the flow to optimize the allocation of resources, thereby promoting economic growth. The reason why economic growth depends on changes in industrial structure, mainly reflected in the rapid economic growth will require corresponding changes in industrial structure, and the region of different stage of development, industrial structure will be different. In this paper, the western region of the industry status quo, the economic development gap between the status quo, as well as deviations between the two - the share of the industrial structure analysis showed that the western region in terms of the relative country, and its large consumption of industries with low added value than the major, technology and knowledge-intensive, high value-added industry low. The main measure include appropriate to the functions of the Government's own position, the backward areas to improve their use of market opportunities and develop the capacity, not just the use of financial and credit transfer ; accelerate the development of factor markets, and promote cross-regional movement of labor;the implementation of the market, opening up and reform of non-state-owned;enhance the industrial restructuring and open outward, at the same time the level of attention to and coordination;adhere to the principle of technological progress, will transform traditional industries and the development of new combination of economic growth and improve the technical level of industrial structure;through science and technology, education and health in the promotion of human capital accumulation.
