Hydropower is a clean and renewable energy sources. To encourage the development of hydropower, which is the inevitable choice of China's hydropower-based energy ratio and energy structure. China's hydropower development is under construction peak. we not only see the economic benefit of the enormous hydropower development, but also be rational to see the hydropower development on the environment and social benefits of the enormous impact. Environmental interests, social interests, survival and economic interests are legitimate interests, how to equiponderate these conflicts of interests is the theoretical and practical problems which we should resolve. With the establishment of China's market economy system and in-depth of law concept , using the administrative means to reconcile conflict of interest is more and more difficult, and the effectiveness is getting worse. Therefore, we need to use legal means to equiponderate these conflicts of interest, establish the corresponding regulatory mechanisms and legal system to fully mobilize the various interest groups to protect water resources. As a result, we can realize the harmonious development of man and society.This paper focus on the interests of the main body from the confirmation of the principle of equity interests to the establishment and use of the improvement of the legal system in this paper. Full-text is divided into five parts.Introduction: The purpose, significance, research scope, current materials for research from both home and abroad, and research method and innovation will be discussed.The first chapter discuss the analysis of interests in the hydropower development .It is divided into four parts started. The first part is the value of water ,varing from place to place the structure, corresponding to different use patterns and combinations ,to clarify the root causes of conflict of interest. The second part is divided into environmental, social, survival and economic benefits. The third part is the application of stakeholder theory, confirming the main interest of hydropower development for the government, utilities companies and residents. The residents of local natural resources should benefit from the existence and development of hydropower. Part IV of this chapter conducted a summary of proposed benefit analysis method, using the issue Countermeasures.Chapter II discuss the principle of equiponderating the interests in the hydropower development . The first section presents the goal of the interests of equity. The interests of the establishment and application of the principle of equity should be based on a fair and efficient basis. Fairness is the premise of efficiency, and efficiency is to achieve a fair means. The second part puts forward the environmental benefits of equity, social interests, survival and economic interests during the five specific principles. Chapter III discusses the improvement of the legal system in the hydropower development. For the protection of the general public's right to know and the right of participation, the openness of water information systems is required to improve; To make people have the appropriate channels to express their interest demands, public participation should be enhanced. The third part's discussing is that the water environmental impact assessment system should be improved. To avoid the political interests of the adverse effects on water resources, water resource management and supervision system should be improved in fourth section. The fifth section is to improve the income distribution system for water and electricity.Conclusion: This part mainly focuses on summarizing the conception, structure and the viewpoints.
