Small And Medium-sized Coal Mine Safety Production Control Effect And Its Influencing Factors

The aim of coal mine safety regulation is "depress the date rates, promote the workplace safety", but facing the continuous big accident, we will suspect the availability of coal mine regulation. The process of safety regulation will be affected by lots of factors, such as level of regulation, employment, earnings, education, and so on. Because of these factors, the effect of regulation will show complex changes. Meanwhile, as their weak safety foundation and accident-prone, small and medium-sized (SM) coal mines have became the focus of safety regulation. It has an important influence on the optimization of safety regulation that how to analysis the effect of safety regulation and its effect factors in different environment by appropriate methods.Complex problem can hardly be resolved by traditional way, such as reductive analysis. Empirical research is also difficult. In view of this, this paper analyses the effect of SM coal mines safety regulation and its effect factors in different environment by agent-based modeling method which is used to analyze complex systems. According to the main idea of agent-based modeling and simulation method, as well as the characteristics of SM coal mines, this paper builds a multi-agent model about safety regulation. This model is consisted by SM coal mining firm agent, worker agent, regulator agent, bank agent and reporter agent. Based on this model, the effect of SM coal mines safety regulation and its effect factors are studied from the following three aspects: compensation and punishment, safety input standard, the transmission of messages, the introduction of incentive schemes, change in relations between labor supply and demand, change in preferences of workers. Research results show: low penalties and compensation doesn't contribute to improve the enthusiasm and initiative of safety input; within a certain range, increment of safety input standard will improve the effect of safety production regulation; the transmission of messages has positive influence on the effect of safety regulation, and can shorten time that regulation works; the introduction of incentive programs can shorten the time of regulation working, and it also has positive effect to the safety regulation; when labor supply is not sufficient or workers who pay attention to safety become minority, safety regulation is necessary; when labor supply is sufficient or workers who pay attention to safe become majority, firms will increase their safety input in order to development for themselves, and safety regulation will work more quickly and effectively on this condition.
