In this case, it would have potential but great influence to the social and ecmonic development of China that to be line with international practice in Health Safety and Enviromen. In recent years, a repaid development has taken place in the international field of safety production management level, level of safety science and technology, and environment protection. The distance between China and other industrial developed countries in safety production and environment protection mainly shows in imperfect legal system, imperfect HSE management system, and backwards of basic research and applying technology in safety and heath. This backward situation makes a "Green barrier" to China's international business which will influence the international business activities. It is worthy for serious attention from both government and economic circles.Facing challege, this article summerises related theory of HSE management system, analysis the developing situation and tread of domestic and abroad HSE management system (Health Safety and Enviromen Management System), and put forward the scientific manageing theory with emphasis on prevention first, leader promise, full participation and continuously improvement, that HSE management system will promote the eatablishment of enterprise safety culture. This article also specific analysis the effect during the establishment and running of HSE management system of Aerosun Corporation, and its promotion and raise to enterprise safety culture, meanwhile, it put forward a management system improved by culture strategy to solve the exsiting problemduring continuously improvement, so that to promote the effective running of HSE management system.Through the research of this article, the paper arthor hope that it could help the new period enterprises to raise the enterprise management level from the point of culture during the establishment and running of HSE management system.
