90 years from the last century, with the continual expansion in the scale of China's construction, a large number of construction enterprises have been started up. This has lead to the enterprise-scale growth rate exceeding the growth rate of the scale of the construction market. With this fierce competition among construction enterprises, profit margins in the construction market have been dropping year by year. According to statistical data analysis, the profits of construction companies from the last century during the 90's were 10-15%.This has declined to 1.9% today. Market requirements have forced construction enterprises to enhance their corporate brand and reducing the cost of two main areas of business. Construction project management has continued to improve, experience has been enriched which has brought with it good results and benefits. However, due to project implementation and the size of these projects, the majority of enterprises have inadequate, straightforward style of management which has not been able to carry out and bring together progress control and cost control which has had a great effect on project management. The main objective of construction project management is to through institutionalized planning and control, guide the project to the most effective outcome, achieve quality and safety, attain anticipated requirements in progress and benefits and the successful completion of the task. The most important thing is for the company to be able to achieve maximum long-term profits, and an important way to achieve this goal is by the implementation of effective project control. Project Earned Value Management is by far the most effective control method of a comprehensive, widely used in all walks of life project management process, cost control and progress control in the past each other will bring all kinds of bias isolation, the project earned value management method to link them with each other to achieve the integrated cost and schedule control and management, project management and all aspects of each process can share data throughout the project. Construction project as complex processes, resources, demand-side characteristics of widely used Earned Value Management will highlight the significant advantages.This article unifies the Yangzhou cultural art center project practice, take this project as the case, uses method which the fundamental research and the case analysis unifies, and makes the value management in the research domestic project management present situation in the theory foundation, through carries on the analysis to this engineering project management concrete practice, how studies establishes based on makes the value management the project implementation plan, how carries on the progress-expense to make the value management analysis and how to utilize the analysis result reasonable improvement management method and so on. And through the above process, obtains carries on makes the value management analysis, the project control and the project achievements analysis preliminary experience, used for later project implementation makes the value law management to provide the experience and the method which might profit from.
