In order to resolve the problem about financing for municipal works. During the construction and development of the municipal works, the government need introduce civilian capital and use the marketable financing method. It is a very complicated process to analysis and assess each of financing method to acquire the development capital which is low cost, easy to acquire and advantageous to develop. So it has an important realistic sense to compare the financing method and the research of financing decision-making.It is the necessary trend for development of the municipal works to use the marketable financing method for which the government must have scientific tactic. In this paper the character of different marketable financing method are analyzed and compared and the idea of financing method which is fit for the municipal works is constructed:(1) the condition of financing for the municipal works is investigated and analyzed and the assessment grade model is constructed according to the principle the grade analysis method; (2) the index can be constructed through Delphi method to compare the important weight of the estimation matrix with each other; (3) it is to compute the degree of membership for the index according to the analysis of every scheme; (4) the data is assessed according to vague consistency and the grade corresponding to each of the index can be calculated; (5) the synthetical assessment index for the prepared financing method can be acquired and according to which to select the relative financing tactic and management.Taking the Nanjing metro as the real case, the public and private pattern (PPP) is fit for its development.
