Ever since the 1950s, with the impetus of previous five-year plans,BaiYin GanSu has formed a special industrial structure which is nonferrous metal-oriented while comprehensively developing chemical industry, electrical and mechanical industry, textile, building materials, energy and other industries. The national palns and the resource occurrence state both deeply affected the development of BaiYin industry. Faced with the dual challenge of resource depletion and economic reform, BaiYin has got stuck in industrial development since 1980s. Stepping into 21st century, actively exploring the road of sustainable development and urban transformation, BaiYin upgrades the level of resource-based industrial processing while developing high-tech industries.1953-2008,BaiYin has made such achievements in the firm size, economic benefits, urbanization, technological innovation, product development manufacturing and industrial innovation as should not be underestimated, thus having made outstanding contribution during the process of new China's economic development and industrial modernization. After nearly 60 years of industrial development, BaiYin has formed the typical characteristics of resource-based industries, reflecting the "embedded" based on a high starting point with the large-scale industry-oriented dual structure. Such problems as resource depletion, environmental degradation, slow technological innovation, poor location, difficulty in adapting to market competition and resource-based industrial restructuring still exist during the sustainable development of industry. To get out of difficulties to achieve prosperity and development, BaiYin needs to make even greater efforts in striving for national supporting policies to improve the regional conditions and reducing the large gap between large-scale industry and local industry.
