Study Of Government Regulation Of Public Construction Projects

With the social and economic development brought by the reform and opening-up policy, china enters into a phase of high speed urbanization, so it plays a very important role in the economic activities of our country and highly attracts the attention from people. Currently, the government's investment in the projects alone has amounted to 250 billion Yuan annually in China, at a big scale never known before in the history. The management mode and result are always the hot point and focus of the society that may have a certain guidance effect to the market. In 2008, the financial storm occurred all over the world and the central government has made a "4000 billion Yuan Investment Plan" for arrangement of over 4000 billion Yuan to start the domestic demands. Besides, Wenchuan started its rebuilding works after the big earthquake, for which the investment comes up to 1,200 billion Yuan. At the second session of the 11th National Congress Conference just held, Wen Jiabao, Premier of the State Council, expressly told the Chinese and foreign reporters that 1,180 billion is added as the government's direct investment. Therefore, how to conduct a proper control over the government investment in public construction projects is a big question that involves in the efficiency and result of such investments, the formulation of constructional orders and prevention of official's bankruptcy etc., which is an exceptionally important issue today.This essay, on basis of the content and major characteristics of governmental control over the public construction projects and measures taken by the government, makes an analysis on the problems such as national audit and other matters that the government supervisory departments have during practical operation and the effect it produces as well. Furthermore, the author also makes a research by comparison of the public construction project supervisions modes between Chinese government and foreign government, collects and summarizes simply the successful experiences of different places, and a systematic study is conducted on the project by follow-up of and audit on the management and use of the funds given by Zhongshan to support Wenchun's rebuilding, and then the author analyzes the main problems existed presently and gives his proposals on management policy.
