Anhui Province, Rural Public Product Supply Relationship With The Farmers' Income Research

To increase the supply of The rural Public goods,to improve the efficiency of the supply of public goods related to agricultural development, rural prosperity, the farmers income, narrowing the gap between urban and rural areas and achieve harmonious development of society. Under the conditions of the market economy ,the failure of the rural Public goods supply demand it to be provided primarily by government. Therefore, to ensure the adequacy of public goods in rural areas, efficient supply of the socialist market economy is an important function of government.Since the Fifth Session of the Sixteenth Central Committee of the CPC building a new socialist countryside major historic task, the Government investment in rural public goods, the intensity gradually increased, to a certain extent, alleviating the rural areas the problem of inadequate investment in public goods. However, at present, my Government's finances are limited, relative to the needs of rural public goods, public finance investment in rural public goods, there are still a big gap between the total volume. Thus, in many rural areas the supply of public goods inherent in the sequence, that is, the relative importance of rural development urgently needed increase in income for farmers close to the supply of public goods must be guaranteed priority. In this context, the study of the supply of public goods in rural areas and farmers to increase income relationship, how the supply of public goods in rural areas with limited under the premise of optimizing the supply structure, and improve investment efficiency, so that the limited promotion of rural public goods to maximize the income of peasants the increase has important practical significance.In this paper, public goods theory as guidance, in the inductive absorbing domestic and foreign scholars of public goods supply has been the basis of research results,construction of vector autoregressive (VAR) model, using impulse response functions and variance decomposition of investment in rural infrastructure, rural investment and rural basic education, health care per capita income of peasants into the dynamic effects and the contribution rate, contribution rates established under the Rural Infrastructure inputs into basic education in rural areas and rural medical health of the sequence.
