Based On The Bill Of Quantities Of Construction Contract Management

《Code of Valuation with Bill Quantity of Construction Works》(GB50500-2003), which initially realized the change from traditional budget normal figure model to the list figure model, came into being in our country in 2003. In 2008, the new《Code of Valuation with Bill Quantity of Construction Works》(GB50500-2008), which further established the legal status of construction project, was issued on the basis of previous experience.Contract management has its special position and use in the management of construction project program. From the angle of contract, the bill of quantity counting price is not merely a change of price model, price program and price method. It has also established a new kind of contract relation between buyer and the seller of construction products and it will bring a profound effect to project competition bidding system and project contract management system. Therefore, it is obviously important to do research in and practice contract management model and contract management measure which are in agree with "the bill of quantity counting price".In the process of price formation during the stage of project fulfillment, construction contract management can be mainly divided into such stages as invite and submit bids, contract signing, fulfilling, claim and management and so on. This paper firstly combines《Code of Valuation with Bill Quantity of Construction Works》and related contract management laws. Then, on the basis of analyzing our country's construction market and current situation of contract management, it studies and investigates the model of construction contract management which shows the feature of "bill of quantities" and makes clear management program, content and method. Secondly, it states the problems of contract management under the bill of quantity counting price model from aspects of invite and submit bids, contract signing, fulfilling, claim and management and so on. In a word, aiming at the reality of our country's construction project contract management, this paper puts forward how to standardize related system and main measures during the process of project construction invite and submit bids, contract signing, fulfilling, and claim through the reform of the bill of quantity counting price and the model of contract management.
