With the popularization of information technology and the Internet, human resources management has also unsealed its "E" times. After financial area, HR is the following area to combine closely with IT. However, compared with the high expense the enterprises have spent on E-HR projects, the success rate of success is quite low. Business managers, software providers, management consulting firms and scholars study on how to make a successful E-HR project, and have given all kinds of suggestions for the whole cycle of a E-HR project. But there are still many enterprises will repeat the same mistake.In this dissertation, Human Resource Management Overall (HRMO) is raised as the theoretical foundation of E-HR system, based on domestic and foreign researches. HRMO is also a guideline for process reform and rebuilding in the enterprises, which will launch a E-HR project. With such reforms, E-HR system can work in more suitable environment and play in a more effectual role.The dissertation begins with empowerment. It analyzes the theoretical foundation of HRMO and its feasibility in real life, also gives supplements to HRMO's content. Especially, the paper emphasizes among four factors employee participation is the most important. It also refers to the governmental intervention in employee participation. Secondly, it explains the HRMO's role in guiding E-HR projects. It is considered that replaced traditional HR theory with HRMO is necessary before launching E-HR projects. Last, the dissertation studies a real case to prove the value of HRMO in E-HR project and raise a few corresponding advisements.
