In recent years, with the geographic concentration of MNC's FDI industrial clustering effect has also turned into a primary factor of MNC's location choice in the new era.The facts prove that it is hard to attract foreign investment just by virtue of preferential policies. It is essential for the western regional governments to comply with the third generation policies to promote foreign direct investment under the guidance of industry cluster strategy when formulate the foreign capital policy.Under the guidance of the above ideas and using the theories of foreign direct investment and industry clustering, this paper discusses the formation mechanism of industrial clustering, the relationship between FDI and industrial clustering, the mechanism of industrial clustering on the FDI's location choice.It also combines with the facts of Shaanxi Province, reveals the importance of the industrial clustering in attracting FDI, achieving the development of a latecomer and gives some countermeasures to nurture and strengthen the industrial clustering effect in Shaanxi province.The paper includes six parts:The first section describes the background and purpose of this issue, research ideas and innovation of the paper, etc., and defines some related concepts.The second part clarifies the relationship between the locational choice of foreign direct investment and the industrial clustering, reviews the relevant theories about locational choice of foreign direct investment and industrial clustering both at home and abroadThe third section introduces the influence and Interaction Mechanisms of industrial clustering on the location choice of foreign direct investment.The fourth and fifth parts aim to the actual situation of Shaanxi Province, concretely analyze the general characteristics and the regional and industrial level measurement of industrial clustering in Shaanxi Province with quantitative analysis. Then these two parts use multivariate regression model to verify that industrial clustering factor has been a key to attract FDI, which goes beyond the factors of traditional cost and policy. Then they point out the problem in the development of industrial clustering in Shaanxi Province which bases the following countermeasures. In part six, based on theoretical and empirical research results, it gives some countermeasures on how to develop industrial clustering in Shaanxi Province.
