Analysis. Rudong County Rural Old-age Model

Aging of population is the features of the 21st century population development, and it becomes the crisis of socioeconomic development. In recent decades, with the rapid socio-economic development and people's living standards and medical and health care industry to significant improvements, the fertility and mortality rates declined rapidly, the proportion of China's aging population is also growing rapidly. In current economic development situation of China, Land pension and raising children has been losing its significance. The adverse effects of aging of the population fall on rural areas. The establishment and improvement of rural pension system has become public concern.This article is based on Rudong County, Jiangsu Province, found that local rural old-age pension is based on the own savings pension as the main means and family supporting of old age is the importance way. As the children of migrant workers, oldsters of rural areas generally felt lonely. Lonely elderly people demanded their children life after. As the implementation of One-Child Policy, the structure of rural family is becoming miniaturization and "421" families increase. Aging population becomes the serious impact of the traditional way of family pension. New type of rural social endowment insurance which is low level can not be guaranteed old-age needs of rural elderly. As the local economic development, living standards would be enhanced .But it is a lack of spiritual and cultural life.Aiming at the rural areas of Rudong in the current pension, this paper presents tow pension modes. The former is the mode with self-pension based, supplemented by community pension. The latter is the mode with social pension based, supplemented by community pension. The emphasis on self-protection of old-age model based, reflected the social old-age pension and the responsibility of government. This article advocates a community old-age models including people living in care system, health care system and community participation system. This mode of social endowment includes the social endowment insurance system which is two levels. The first level is rural endowment insurance with all the people and it reflects the government financial responsibility. The second level is compulsory pension insurance. It reflects the stability of the collective and self-security from the individual. In the construction of rural old-age mode, the Government should give full play to its functions, financial and policy support to raise the level of rural social old-age insurance. Developing the economy of township enterprises enrich the local collective economy. And it provides financial base for the community to build endowment. Developing non-profit organization with great efforts promotes the healthy development of the community old-age model. Increasing the pension community advocacy efforts, and create a culture of old-age harmonious community.
