Governance Perspective Under The New Rural Pension Mode Research

In the new century, the aging population of our country has been growing rapidly, theproblems of the elderly have been outstanding problems in development of economic and societyof our country. For a long time, our country adopts the politics of urban and rural, the pensionsystem of urban population is relatively better, but the pension system of countryside is relativelyslow. In social development, the development of economic, politics, culture and society in thecountryside has been showing the new features, traditional rural old-age model which ishousehold pension has been shaken, so a new pension system need to establish urgently. On thebasis of learning the research of domestic and foreign pension system, this article adoptsgovernment governance perspective to study rural old-age problems, exams the main gaps ofeach function in the pension system of rural areas from a view of the government point toanalysis the cause of the problems and propose appropriate countermeasures and to provide somesupport for establish and research of the new rural pension system. This article analyzesgovernance theory and theory of social pension protection support the analysis of case in thearticle. This article adopts Village J as a case and surveys the conditions of nature and geography,economic and culture of Village J. The analysis focuses on the condition of pension. The pensionmodel of Village J contains Family Support approach, Self-Pension way, Social endowmentapproach and State pension mode. With the reality of Village J, this article summarizes andanalyzes the four pension approaches. This article analyzes the positive aspects and inadequaciesof the four pension approaches and the reasons of the inadequacies detailed from the perspectiveof the Government. From the actual situation of Village J, the role of family pension is beingweaken. The family plays a role in the process of pension with the Government’s help. But itspension function has been weaken because of the development of society. The policies on familyplanning, education and medical and the weakening of the culture of filial piety have affected theeffect of family pension. Self-Pension way is a good way for some elderly people. Governmentalso gives it some help. But this way is not common. For some old people who are reluctant, thispension way even has a negative impact on them. The pension function of community has beganto appear. Because of the policy of our country and the farmers’ traditional concept, the functionOf social endowment has not developed fully. Government has adopted some policy to supportthe old people in rural. The old people in rural have got the state’s care and help. But Statepension is mainly material support which is very limited. The country’s leading role in themultiple pension system has not been played fully. The function of current pension model andmany inadequacies especially the problems need the construction of the new pension model urgently. The leading role of government is asked to play urgently. According to governancetheory, Government transfers the advantages of all the parties. Every party should coordinateeach other to get the best endowment effect and to solve the rural old-age effectively.
