Business Performance Evaluation, Survey And Design Enterprise Project Contracting Based On Dea

With the constant expansion of China's capital construction, the general contract model of the integrated design and construction has become popular. China's survey and design enterprises of project general contract, mostly with a long history of state-owned design institutes, are strong in design and have gained market receptance to some extent; however, due to their internal and external constraints, they are still at the market stage of expanding project general constract with operating performance relatively low.Taking the operating performance of China's survey and design enterprises in project general contract as a selection of topics and fully referring to the domestic and foreign research achievements, the paper analyzes the necessity and feasibility of the operating performance evaluation on project general contract, explains the construction principles, procedures and methods of the operating performance evaluation index system and establishes the operating performance evaluation index system of project general contract for survey and design enterprises. Based on many advantages of DEA, as well as its sucessful application to the relative effectiveness evaluation of the production sectors in the national economy, to the efficiency evaluation of resource allocation and to many other issues, the method is introduced to evaluate the operating performance of project general contract for China's survey and design enterprices in the paper.In order to make comparisons of the efficiency between the same decision-making units, with comprehensiveness and representativeness, the sample enterprises selected in the paper are all state-run survey and design units, from different industries that are rapidly growing in project general contract business in recent years. On the basis of the data from the year of 2002 to 2008 and the application of DEA, the paper empirically analyzes the operating performance of project general contract for the eight survey and design enterprises on behalf of different industries.With the Winqsb softeware, the paper sets up CRS and VRS models of the operating performance for the eight sample survey and design firms in project general contract, respectively measures the technical efficiency and pure technical efficiency, calculates the scale efficiency and ranks the sample firms according to the efficiency; then, the operating performances of the firms in project general contract are compared and analyzed based on the calculating results.Finally, the internal and external various factors effecting the operational performance are analyzed and concluded so as to identify the reasons causing the poor operational performance and to take right measures to enhance the operational performance and market competitiveness of project general contract for China's survey and design enterprises.
