As a scientific development concept and advanced model of economic development, circular economy is the specific way for realizing harmonious, sustainable development for regional economy, society, resource and environment. At present, many scholars in our country deeply study the circular economy from its different aspect. And the research on the basic theory and application is constantly enriching and developing. But the evaluation theory for circular economy is still at the fledgling stage, which has not formed the theory and methods, can not guide the regional circular economic activities in an effective way.Xiangxi, which stands in the western part of Hunan province, is the minority area. Xiangxi has its own characteristics and requirements, when it comes to develop circular economy. This paper builds a set of evaluated index system, which is suit of Xiangxi local characteristics, and scientific, rational, operational, based on analyzing the present condition of Xiangxi's circular economic development, researching three aspects of economy, society, resource and environment in this area. And by using BP neural networks and mathematical software (Matlab), this paper has evaluated the comprehensive development level, three sub-systems development level for circular economic development in Xiangxi. Then it makes the rational predication on the developing trend of circular economy in Xiangxi. Finally, this paper puts forward some measures by analyzing the results and combining the developing way for Xiangxi's circular economy, all which make a further promotion for circular economy healthy development in Xiangxi, enrich evaluated theory for regional circular economic development.
